As defined earlier supply centers are provinces with a black dot in them. Their ownership is determined using the two rules listed in the slide. Note that since a unit must be in a supply center at the end of a fall turn to take control of it, it is possible to enter a supply center on a spring turn, exit it on a fall turn, and never take control of it despite having passed through it.
