Convoys have a certain fragility to them that stems from the close coordination
required. If either the fleet or the army is misordered OR if the army fails
to be able to enter its destination OR if the fleet loses a battle for its own
province, then the convoy is void and the army does not move. However, an
unsuccessful attack on the fleet does not stop a convoy in the
way an unsuccessful attack can cut a support.
