If the support order allows one unit to exchange its move for the ability to
give another unit its strength, then the convoy order is the ability to give
one's actual move. A fleet in an ocean province may carry an army across that
province. Thus, the fleet moves not at all, and the army moves two spaces.
Fleets may not convoy when they are in coastal provinces. Multiple convoys are
legal wherein two fleets in adjacent bodies of water carry an army across both
of them.
