The hold order causes a unit to sit where it stands. In the diagram one sees a German army in Belgium. The issuance of the hold order will have no effect whatsoever on its position or disposition.

The hold order is the default order. An un-ordered unit will hold, though it's generally wise to write holds so potential allies don't think you're forgetful.
