The board is setup by placing three units for each power as seen in the diagram. Russia alone begins with four units. It is important to note whether the unit being placed is to be an army or a fleet. The parenthetical sc next to Russia's fleet in St. Petersburg indicates it is on the South Coast -- more about this later.
