[MN-dip] mn_std01 Complete!

I don't have anything to compare it with, but the MUST_ORDER seemed very 
restricting and caused me to miss a turn as I had ordered all my units 
to hold just so I could send press, and then the deadline caught up with 
me before I had a chance to change the orders. Mostly my mistake, but it 
would have been a "late power" rather than a total blunder if MUST_ORDER 
was turned off.
