Do you think this might have been because of the FTF_PRESS restriction,

   * No press after the deadline has passed
   * No press during adjustment phases

and the MUST_ORDER restriction?

    * No press until the first order is turned in

This hedges in a player pretty tightly.  The goal of MUST_ORDER was to
discourage late orders.  Obviously, it only discourages it, rather than
prevents it.  Practically speaking, it's probably one of the tougher
rules on players.  Were I to participate in a game, I would request the
MUST_ORDER be excluded.  It doesn't model FTF play, anyway.
