[MN-dip] mn_std01 on a shakey start... Russia, where are you?

It appears that our first on-line game is off to a rocky start. The
Russian player has not sent in orders for the Winter Adjustment phase,
being two days late.

I have heard from three of the powers regarding Russia's NMR, and all
favor giving the player a little more time. No one was interested in
invoking Civil Disorder, as it un-balances the game unfairly, and
would prefer another player replaces Russia if it comes down to that.

I have yet to hear from Russia in private or via press. If no one
objects, should Russia not turn in orders by Monday morning, I will
resign the player from the game and open the game to the public.

I was asked if the replacement player would receive the previous
correspondence. The answer to that is an unfortunate, "No."
Additionally, I do not have EAVESDROP enabled, so I do not receive any
press not directed to me or to broadcast. I cannot give an
authoritative, unbiased copy or backlog of the correspondence. I can
change that, however, if you would like me to retain a record of the
press.

So, Russia. You have until Monday. Please turn in your orders! If
anyone else from the list is interested in being an alternative for
this game, let me know.
