[MN-dip] Change in POWER_CHOICE

This is a re-post from DPJudge.  Do not reveal your powers on this
list.  In fact, to maintain this restriction, why don't you email me
directly concerning this game.

To clarify the reason for the rule change to remove POWER_CHOICE.  It
was expressed on the mn-dip email list that it was an unfavorable
rule.  I asked the list if people wanted it receded, to which I
received an affirmative.  Even while POWER_CHOICE was active, no one
but France asked for a power.  As it stands, no one has voiced an
objection to the player assignment of France.

I can reactivate the rule if it is so desired, if only to afford the
last two player slots the same choice the first five received.

Regarding "set preference", I too was unaware of this option.  I did
not see it documented on the website, even with concerted effort to
find it.

>From this point forward, if a player would like a rule change, it must
pass unanimous vote by all players who have registered for the game.
I will not make changes otherwise.

I will post this message to the email list as well.  If you do have
questions about the game or rules, either email directly or send press
to Master.
