It's sort of like that.  Rather than going into civil disorder (everyone
else's units move and yours don't), instead all progress is delayed
until everyone has their moves in and everyone yells at you for delaying
the game -- it's considered pretty rude to be more than an hour or so
late.  When you're a week late you get automatically booted from the
game and someone else takes over your position.
