For those interested, here is the email Buz sent me regarding the
table and how the NADF Masterpoint Ratings work:

    NADF RATINGS
     
    A player's initial rating and base is 1000. Base is the minimum
    rating a  player can have. Ratings falling below base revert to
    base. Base is raised for  each game played until it reaches 1400.
      
    10% of a players rating is contributed to a pot.  The pot  is
    modified by results, increased if lower rated players win,
    decreased is higher rated players win. The pot is awarded to the
    non-eliminated players modified by a country factor. (Based on
    results of 3400 games of rated play) proportionately ranging from
    .18 for Italy to .12 for England.
       
    Players have an upper limit of 3000. No game can cause a rating to
    increase  more that 1/2 the distance to the upper limit. Every win
    will increase rating by  a minimum of 1 point. Upper limits are
    permanently raised by 50 points for each  country soloed with in
    Grand Prix play.
	
    Rating records are retained permanently. Presentation is of the
    last 1000  active players with their place noted.
