[MN-dip] Victory Conditions

May 25 is coming, and I'm greatly looking forward to the game.

I was thinking about victory conditions.  In a six hour game, it's
hard for us to get to an 18-center victory.  There's been discussion
of doing something along the lines of Manus' ARMADA Regatta rules, in
which the number of centers needed declines as the game proceeds.

I point out there is a difference between them and us -- they are
trying to shorten the game in general, without fixing an exact time
limit; we have a fixed six hour game.  (FYI, we got to about 1907 in
our last game.)

Given this, and in the interest of simplicity, I propose we simply
adopt 15 centers as our solo victory condition.  (Note I'm ignoring
other provisions in Manus's rules.)  Coming up short would continue
to be declared a Draw-Including-All-Survivors.
