I think that really needs to be proposed before the sign up starts.  Is
the guy at the end of the list going to agree to it? Yeah.  Second to
the bottom? Yup.  And so on until it's just the guy who signed in first
and doesn't want to be the one guy insisting on keeping the current
system because poltiical ill will carrys over.

I don't think we've had any problem w/ those picking last doing worse.
Indeed, in our only game that went to an actual conclusion, the person
who picked last won.  What's more I think Jim's idea of having early
registration rewarded by preference has helped to get us sign up.  When
I've organized games in the past without this 'carrot/stick' system
we've have 10 maybes the night before and turn-out varying wildly the
next day.

I make a point to never be the first one to register because I'm the guy
that send of the "Go" message, and with me out of the running everyone's
got fair opporunity to take first.  What's more we've definately not got
a consensus within out group as to what is the best preference list.  I
know my choice (usually third) always seems to get a "Really?!" reponse.

So, in general I'd say I'm in favor of keeping the current system, but
I'd be happy to agree to modifying it so that an anonymous, hidden vote
is taken before the game.  The vote could be of the same sort we do for
draw proposals (with a black & white army), so that no one knows how
many voted for or against unless it's unanamous 'for'.  with the issue
at hand being whether or not to ignore the signup order for that game
only.  What I won't want to do is put the one or two people at the top
of the list in a position where they have to either yield something they
were promised or argue with the majority.
